Venue Threat Assessment

Executive Summary Report

Prepared by Pollard Intelligence

This report is a fictional demonstration prepared for marketing purposes only. It does not represent an assessment of any actual client, facility, or location.

Purpose

This report presents a demonstration-level threat assessment of a high-occupancy events venue, evaluating the facility's exposure to mass-gathering security risks and identifying prioritized measures to reduce that exposure.

Facility Overview

The subject facility is a fictional 18,000-seat multi-purpose arena situated within a mixed-use coastal district. The venue hosts concerts, sporting events, and civic gatherings, with adjacent surface parking, a transit stop, and pedestrian corridors linking to a nearby retail promenade.

Subject:
Coastal Events Arena (fictional)
Location:
Atlantic Coast, Florida

Assessment Scope

  • Perimeter and access-control evaluation across all public and service entrances
  • Crowd-flow and egress capacity analysis under peak-occupancy conditions
  • Standoff-distance and vehicle-approach review for adjacent roadways and drop-off zones
  • Coordination review with local emergency services and mutual-aid resources

Methodology

  • Geospatial mapping of the venue, approach vectors, and surrounding land use
  • Line-of-sight and standoff modeling against established protective benchmarks
  • Historical incident and crime-pattern analysis within a defined operating radius
  • On-site observation simulation and comparison against national venue-security guidance

Key Findings

  1. 01Primary pedestrian ingress concentrates crowds at a single plaza with limited screening throughput.
  2. 02A public roadway permits unrestricted vehicle approach within close standoff of the main entrance.
  3. 03Egress capacity is sufficient for routine dismissal but constrained during simultaneous emergency evacuation.

Observed Vulnerabilities

V1Insufficient vehicle standoff at main entrance

The northern approach road allows vehicles to reach within a short distance of the primary ingress plaza without physical mitigation, elevating the consequence of a vehicle-borne threat.

V2Screening bottleneck at primary plaza

Consolidating the majority of patrons through one screening area produces queue density that both slows entry and creates an unscreened crowd mass outside the secure perimeter.

V3Limited redundancy in emergency egress routing

Two of the designated emergency egress paths converge on the same exterior corridor, reducing effective evacuation capacity during a concurrent incident.

Recommendations

R1Establish engineered vehicle standoff

Introduce fixed or deployable barriers along the northern approach to enforce protective standoff distance while preserving pedestrian and ADA access.

R2Distribute and stage screening capacity

Add secondary screening lanes and forward queue management to disperse crowd density and reduce unscreened massing outside the perimeter.

R3Re-sequence emergency egress

Separate converging egress routes and validate revised capacity through tabletop and full-scale evacuation exercises with local responders.

Conclusion

The subject venue demonstrates sound baseline security practices but carries an Elevated composite risk driven primarily by vehicle standoff and screening concentration. Implementation of the prioritized recommendations would materially reduce the venue's exposure and bring residual risk to a Moderate level.
